The gold star shows officials have reviewed birth certificates or passports to ensure license holders are U.S. citizens. Utah Driver License Division receives on average three mail bins a day of returned driver licenses envelopes due to incorrect postal addresses. Each license is refiled in a filing cabinet until the correct postal address is updated on the division website, Tuesday, Oct. 1, 2019.
